The Facility for Infrastructure Development(ORIO)
The Facility for Infrastructure Development ORIO is funded by the Dutch Ministry of Foreign Affairs. ORIO contributes to the development, implementation (construction and/or expansion), operation and maintenance of public infrastructure in developing countries.
ORIO entails providing grants to the central governments in developing countries for projects concerning public infrastructure.
Project criteria
a) Scope / Country list. Applications must relate to projects in the field of public infrastructure in a country appearing on the country list. The application must meet or be consistent with the sectors, grant percentage and status as LDC, HIPC or ineligible for tied aid indicated for the recipient country in the country list.
b) Life-cycle. The project
proposal must cover the entire (remaining) life-cycle of the public infrastructure in question, and so it must describe its development, implementation and (sustainable) operation.
c) Lower and upper limits to project costs. The project costs can be no more than EUR 60 million and no less than EUR 2 million per application.
d) Commercially non-viable. A project must be commercially non-viable.
e) Financially sustainable. A project must generate sufficient cash flow during the entire life cycle to cover the cost of management and maintenance and the servicing (interest + principal) of the required financing for the investment.
f) Sustainable lending practices.
g) Experience. The parties mentioned in a proposal for the development phase must have the knowledge and experience needed to develop and implement the project successfully.
Goal
The aim of ORIO is to encourage public infrastructure development in developing countries.
1. ORIO contributes to the development, implementation (construction and/or renovation and/or expansion), operation and maintenance of public infrastructure in developing countries.
2. Poor or non-existent infrastructure hinders economic growth in many developing countries, while economic growth is an important element in reducing poverty and achieving the Millennium Development Goals formulated by the United Nations.
3. Economic growth alone is, however, not sufficient. The poor must be able to participate in this growth. The social benefits of the infrastructure realized should therefore primarily benefit the poorer sections of the population.
4. ORIO wishes to encourage the involvement of the international business community in developing and implementing public infrastructure projects in order to utilize the knowledge, skills and creative talents of the private sector.
